budget accounts Vs Ledger budget accounts.

I am going through the fixed asset module and regarding the Fixed asset budgets i could not understand the below sentence.

Fixed Asset Manual  - Chapter 3  - Setup of Assets   - Page No - 19.

The main difference between the Budget journal and other journals is the Post functionality. When you post a Budget journal the user can decide whether to update the budget accounts only on the Fixed asset budget, or whether to also update the Ledger budget accounts.

What is the difference between budget accounts Vs Ledger budget accounts ?

Please explain with an example.
